JDM B16A to pass emissions?

I failed the first time around on both idle and when it's driving. What can I do to make my JDM b16a pass emissions? It's running a chipped p28 right now with an ITR exhaust.
What failed? What do you have a B16 into -EG?
Most of the time, a chipped ECU is pushing too much fuel to allow a car to pass -try a stock ECU -even if a non-vtec ecu -just to get you through emissions.
I took a car once through MD emmissions which a chipped ECU -failed terribly -turned right around, circled the building, swapped to stock ECU -made them re-test though they said I would fail again -passed right in the middle of most of the things tested too.
