I have D2's and if you have time to play with them they are pretty good, maybe a little too stiff for most folks but I like it that way. I have heard really good things about Megan as well.
Oh yeah Go Chargers!

Depends on what you use them for. Street only they are okay, but anything for the track or auto-x and yes, they are complete garbage.

Buddy Clubs are stiffer than any of the low end teins. Plus they suck i wouldnt recommend them. I just got done swapping a blown shock. Comptechs suck as well. Pain in the *** to adjust and the lock bolt strips and rusts easily.
Any way you go, if you slam it with 17s or larger your going to rub the fender well unless you run the suspension really stiff.

I tracked the hell out of stock ones.
Spring/shock tuning on the streets are related to absorbing bumps, road imperfections, fat passengers, etc. When you take it to the tracks, they serve a higher purpose. They are supposed to absorb body motions from hard braking/accelerating, at the same time maintaining a contact patch with the road. People throw 12/12 springs, swing it all the way to stiff and wonder why they lift their inside wheels hopping a candy-stripe.
This comes in to play when you drive a car using a lot of weight transfer. Using a spring rate and compression/rebound setting that allows you to feel the weight shift in transition driving, and movements in between gas/brake, and during shifting.
Hard springs/shocks will DAMPEN all the weight transfer during braking, then throw it back towards the rear as soon as you get off the pedal. If you're quick enough to catch it, you won't scrub the fronts. It gets tedious trying to "catch" your car instead of "guiding" it throw the turns.

everything total=$1491, almost 1500.
its not cheap. tein flex, rs, cs, and ra are in the same relative price range as what you are describing.

If you're looking for something to go real low, then you're not looking for the "best". Sounds to me like you need a cheap coilover with lots of adjustability. That would be the "best" for you.
If you're looking for the "best" coilover for circuit racing, then you would look at something other than the cheapies.
How about something like these? D2 Racing Coilovers

im not trying to steal ur thread but...whats a perfect coilover that can handle speedbumps and does not bottom out...i dont want to drop the car so low where the wheels can pretty much touch the fender...id say from the stock height, probably 1 to 1.5 inch lower max...what would recommend on that that will come close to stock ride quality or better?
