problem: cyclical leaning out while in closed loop

i'm running a stock ITR motor, turbo, and Hondata S300.
while cruising on the freeway in open loop, car drives fine. when i used to switch to closed loop, the car would run at 14.7 a/f but every 4-5 seconds it would lean out to 17.1-18.1 and start to lose power ( obviously). it only did this in closed loop. unfortunately, i lost my data logs of this event.
recently i've made ECT and air temp corrections. as of last night, the car runs great in closed loop. wtf??
so, by what little bit of info i have, and NO data logs, can anyone give me a clue as to what was going on? could the air temp and ECT made that much of a differernce? to tell the truth, i really only remember making adjustments at idle/light load.
