Default More B16 Problems

To make a long story short: I had a B16 CRX, it got stolen, I got the B16 back, Headgasket was blown, put a new one on, and now I finally got it semi running. Whenever I give it gas it wants to bog out to the point of stalling, and takes a few seconds to recover back to a normal idle. Sometimes if I give it too much gas it stalls. It has fairly new plug wires that are intact, But when I pulled the plugs:

I think black means running rich but Im not sure. The guy that had it put an adjustable FPR on there and I dont know what its set at and dont have a gauge. I put new plugs in and it still bogs so it wasnt the plugs. Im running a stock virgin Pr3. Would running rich make it bog out like that? I have a stock FPR that I could put on, but Im not to sure how, so if theres a how to could you point me to it? I have to go to work now until very late so I wont be able to reply until maybe tomorrow but if you could try to help me before then thatd be great, thanks.

SimplyTron,

I had a similar issue and it turned out that my cam gears were adjusted way off. Maybe check to make sure your cam gears are lined up - - and #1 is at TDC (white mark on pulley). Is your plug cover will fuel when you take them out?

Everything is at TDC, prety sure theres no fuel on the plugs. Im going to try to put the stock FPR on and see what happens. Could I try to adjust the FPR a little leaner and see if it doesnt bog then it its alright then change it out real quick? which way would I turn i?

my crx w/a b16 did the same thing.it could jus be mis firing which makes it bog out.i did everything from changing the spark plugs cap rotor and wires and still bogging.finally i changed the fuel injectors and it fixed my problem.or try some fuel injector cleaner.if it helps for a lil bit then goes back to the bogging then its ur fuel injectors cuz thats wat happened to mine.
