Default vtec does not work sometimes

i have a 96civc 2dr dx/01 gsr motor, with basic bolt on's,and im also running with no cat.now heres the thing.sometime when i drive, my vtec works just fine.and sometimes when i go to hit vtec,my rev limiter wont go past 5000.and my car just shakes,at first i thought maybe i did not have enough oil in my car to hit vtec.so one day i did a full tune up and oil change.and soon as i pulled off into the street and step on the gas to hit vtec,my car did the same thing.I even reset my ecu,and i was able to hit vtec and everthing seem to work fine, then the problem came back.so can you guys help me fix this problem.
