Bad Chip?

Default Bad Chip?

So first off let me start with a question: With a D16a vtec motor converted to OBD1 should one be running 2 o2 sensors? a 1 wire at the header and a 4 wire before the cat? Ok, now I am in that situation and just tried to install my 4 wire o2-- my cars all wires up for it. (purple, yellow, brown, gray) Turns out that im not getting any voltage from these wires at all..i followed them and they go right into the ECU. Would a bad chip cause this? The reason I say bad chip is because when i jumper my ecu my CEL does not flash the codes. Thanks

Solid CEL could equal bad chip or bad ecu. The rest of your question I can't comprehend, I'm tired,
