Default car not starting... primary O2 sensor heater code?

I just got done swapping blocks and the car doesnt start now... I have spark and I think I have fuel, I just popped the plugs and looked if there was unburnt gas on them. I checked the CEL and it is a 41 - Primary O2 Sensor Heater. I searched and it is basically a bad O2, but this wouldn't prevent me from starting would it?? All it does is crank forever and never runs. Not even for a little. The car has been sitting for a year but I put some Stabilizer in the gas and I even took some out of the tank and lit it on fire and it is still good... So basically...

1. Does that code equal no starting?
2. If the gas in the lines are bad how long would it take to pump it all out until fresh gas hit the plug?
3. Is there something I can do to check the gas in the lines to see if it is bad?

I just replaced the pump and it is good, timing is good, spark is good, so what else could it be??

The code doesnt stop the car from starting, as for any solutions, I have none... But CEL 41 will allow your car to start.

try using some starter fluid or brake clean to give the system a little kick. If it fires using the starter fluid or brake clean then you are not getting any fuel or not enough fuel. sometimes the system just needs a little kick.

I have done that before on carb engines... is it the same thing with PGFI, just blast some in the intake??

not a good plan i do not reccomend using this stuff to try to start your engine!!! There is a chance you could have no engine left what so ever after this

How would I not have an engine left after doing this? Can you recommend anything else to try then?
