Adjuster Screw on TB

Adjuster Screw on TB
My car is idleing at 1200 rpm's, And i cant get the adjuster screw to rotate. Any ideas on what to do? Should i remove the TB and see hwta i can do? Would there be anythign else to cause high idle? Let me know guys.
