Default Pwr. up relay, ECU problem... Need some help..

I have had a problem on and off for 6 months, I believe this problem lies within my ignition in my colum, sometimes when I go to turn on the car the pwr. up relay dosent click which in tern dosent turn on my ecu or give pwr to my distributor( yellow black wire and the blue ) going into my dist. I will bang punch hit slam hood, beat my colum and then all a sudden it works again. I have asked numerous people, and noone seems to ever had this problem. The number 2 fuse I was told is the fuse that gives these items pwr. But when I put a toner on the ECU pwr or dist the number 1 fuse gets tone, Someone posted this...
"Code # Circuit or system Probable cause
0 Faulty ECU Inspect the number 1 fuse. Replace if necessary. Also check
for open circuit in the YEL wire between the #1 fuse and the combination
meter. If no open circuit is found, have the wiring harness checked at a
dealer service department or other qualified repair shop."

My question " what is the Combination Meter ".. Any help would be cool... thanks.
