Default accord v-6 auto tachometer

i have a 96 accord v-6 auto trans. the tach has intermitent problem. it will jump up and down. it appears that it stops reading and then jumps back up to the actual revs. the engine is running fine and there are no check engine lights on.

Since the Cluster gets both it's tach signal and speedo signal from the ECM, and the ECM has not seen fit to set a code (turn on the light) for either the VSS (Vehicle Speed Sensor) or Ignition Ignitor Module; I'm leaning towards either a loose connection or a bad cluster.
Considering last months revelation from AFaccord, who determined 6th Gen Accord Clusters are built with components supplied by FORD Motor Company, I'm more inclined than ever to look in that direction
.
Hopefully FORD didn't have it's hands in on the 5th Gen versions as well.
