You might have a going head gasket man. You better get that **** fixed before something messes up.

I doubt it's steam...
Does the smoke have a bluish tint to it? If it does, you've got a bad/blown headgasket and you need to get it fixed right away. If it's not, replace the gasket anyway just incase.
We're talking about white smoke all the time correct? Even when the car has properly warmed up it's still putting out large amounts of smoke.

white smoke usually indicated antifreeze/water burning up in the combustion chamber.
Have you ever riden behind your car while a buddy drives or anyhting, like a different color smoke at one rpm then white smoke when on it and a different color exhaust after you get off it?

def look into sounds mostly like a head gasket. As it was stated earlier is have one of your friends drive it and you stay behind so you see if the smoke has a blueish tint to it
