ABS LIGHT ON, CAR SHAKES WHEN BRAKING HARD

Recently, my ABS light has turned on. And when I brake hard it feels a little shaky, kinda like how ABS feels when it kicks in. I got some new rotors, don't know if that will fix the problem, but i'm hoping. Does anyone know what's going on? THANKS
