Pick up some Aircraft Paint stripper/remover from Autozone, or the like.
-Spray and let the paint remover do its job. Follow the directions on the can/bottle until all the paint is off the valve cover.
-Start with 800 grit, work up to about 1500, and sand off all the imperfections in the metal
-wash off all the debris from the VC and break out your metal polishing cream. Now wax on and wax off till the VC Blings.
-Before you put the VC back on the head, check/replace your VC Gaskets and seals.
