Tein Basics
Tein SS (Just over your budget)
D2 Racing Dampers
K Sport Dampers
Tanabe Dampers (Lower end)
Any assortment of spring / shock combo
or Coilover Sleeve / shock combo
Ground control / Koni seems to be a real popular choice for the alot of the hondas.

If all you are looking for is a smooth ride, and 1.5 drop, i would suggest staying away from the damper sets, since you wont really be using them to the full potential, it would be more a waste of money. But alot of people say the Tein Basics have a real nice ride.
I would suggest more of a spring / shock combo
Something along H&R Sport or Race but a basic shock, save the extra money and use it elsewhere.

Ground Control coilovers with Tokico Illumina shocks.

Sounds like a great budget setup for a cosmetic only lowering. Just keep the spring rates down enough so the shocks can adequately control them.

Exactly, right now I have Tokico Illuminas, but I'm still needing the GCs. I can't wait to get them.
