Default PY ITR with no plates/registration/inspection (cf hood, honda badges) in CT

Just went to a local dealer in Connecticut (will not disclose location due to obvious reasons) and saw in the parking lot a PY R with no plates, no registration sticker, no inspection sticker, broken/missing steering column..

I'm assuming its "safe" because its at a dealer but I wanted to see if it was anyone on here's car.

Other details: CF Hood with silver/red hood pins, "Integra" JDM 01-06 integra badge on the back instead of "Acura" and Honda emblem on the back. Also tinted windows.

Can a car be insured if it's not registered? (obviously you need a temp insurance before you register the car but otherwise) Would hate to see something happen to the car.

Here in FL it can, actually you have to have proof of Ins. before you can register it.

Zing!

On a serious note though, I have read about people changing their insurance on their R's over winter/storage/project down time to a cheaper plan. This plan requires <300miles a month, and still coverage for theft. Before I call to ask, does anyone know the name of this type of plan? Thanks.

Too bad it's in the garage for the winter.
