Question for a Accord Vin# history check

I have checked a Vin for Accord I want to buy from private seller.
and I am not sure about this:
03/07/2003 TUJUNGA, CA Motor Vehicle Dept. TITLE(Lien Reported)

can someone please let me if there's a problem with the Lien Reported thing?
Am I support to make sure the car is pay off before I buy it or the seller can do something about the lien thing.

do not buy the car without first verifying that it has been paid for. He still owes money on the car and you will NOT be able to register the car without the release of lien from the bank

Yup, He does not have clear title to the car (Bank note pending, ect).
It's FAR better that you let him clear this up B4 making the sale.
Besides, if it's the Bank Loan on the car, He won't have the title (The bank will)
