let me guess.. from reading your sig. you had to get the USDM p30 so you could ref your car..huh... i'm going through the same thing right now

Yeah it was an absolute pain in the ***! If you haven't done so already, get a new cat(as restrictive as you can find), a New O2 sensor, and make sure all the wiring is clean. Also some ref stations test for other things like exhaust noise and other BS. I don't no of any in the bakersfield area, but there is/was a ref station review thread last week. GOOD LUCK
