Default sputtering

hey guys, i was just wondering about an issue a friend is having with her civic. it is a 95, 4 cyl.....when she is driving, shes experiencing some "hesitation" in 1st and 2nd. maybe described as sputtering. im thinking fuel filter or pump, but would like some more opinions as i have no eperience with hondas. any input is appreciated. thanks

is it worse in the rain?...is the car a 5speed or automatic?
does hot or cold (engine temp) seem to matter?
as much details as possible
