Alternator whine. Possibly caused by a ground loop.

You could try a ground loop isolator and see if that helps.

Are you running an amp on your speakers, or just the deck?

is the noise coming from the speakers?

if so you might be getting electrical noise.

my car has alternator wine even without my stereo system installed, but when i ran my RCA too close to my power wire it made noise through my speakers

Eh, even if the RCA and power wires are on different side, noise will probably still be there. The car chassis is a great source/conductor of noise. The RCA will pick up noise regardless of where they are positioned. Best thing to do is minimize the noise pick-up with twisted RCA cables.
