If by SM you mean Street Modified, no, not unless you put the interior back in.

An H1 car might as well be a flying saucer as far as the SCCA Solo II rulebook is concerned.

Aren't allowed to remove the interior for Street Mod. I think only a novice cannot remove their interior.

Huh? You can remove some of the interior pieces - read the rulebook.

It's definitely not eligible for Spec Miata.

In the SF region there is a local class called OSP, which is for any car that was once registered for the streets and on R-Comps.

You can setup a car to do either road racing or autocrossing well, or both poorly.

The Solo2 rules clearly make allowances for SCCA IT cars to run in respective SP classes. If a H1 car is allowed to run in IT is not a IT car, it is still a H1 car.

Probably put you in e mod. I ran SM2 occasionally until I started beating the two points contenders. They put me in E mod where I run against nasty cars with more power and less weight. Still fun.
