Is the TPS voltage suppose to change with the motor running?

Is the TPS voltage suppose to change with the motor running?
With the key in the "ON" position with motor off the readings are .46 idle, 4.5 wot
With the key in the "ON" position and the motor actually running the idle voltage drops down to .35
is that normal?
