Default Tuning for emissions

I have a 2000 GSR with a B20 engine(swap). All new plugs, wires, etc; I've had it in to 2 shops for tuning but still failed the state emissions test required for licensing. It scores too high on hydro-carbons. (?) It sounds and runs great, but gets poor mileage and smells a little rich. It's got an aftermarket air/fuel adjustment, but ...I was told it has an OBII sensor and OBI computer. Don't know anything about those except both techs said they weren't compatible and emissions tests have to done by the old sensor up the tail pipe. Is it worth it to spend hundreds of dollars for dyno test and tune. I'm getting frustrated!
