yeah, either
a. there's air in there, or
b. the master cylinder's toast.
if there's air in there, did you bench bleed the master cylinder? are there any leaks (coming out of the pistons, brake lines attached (duh, but i've found i make the dumbest mistakes sometimes) bleeders tight, etc.

no i didn't do that. its doing the same thing i was b4 i put the 15/16 m/c on. it thought the stock 13/16 wasn't big enough so i swapped it
Then bench bleed it, re-bleed all the lines and u should be set. And the stock 13/16" M/C works with the teg front brakes.

The Civic brake lines work fine. It sounds like there is still air in your system. How are you bench bleeding it?

what my dad did on his car - a 1969 chevy camaro w/ corvette discs in back and front - he let the master cylinder cover off w/ brake fluid in it. He also left two bleeders open over night and that helped get the air out.
You could try that, but it might not have an effect on hondas.
A brake system is a brake system though. They are pretty much the same.

Sounds like gravity bleeding.
