What do i need before i get tunned

engine specs:
97' jdm type r bottom end
mugen head gasket
1st gen b16 head (stock intake manifold and tb)
Buddy club spec 3+ cams
Omni valvesprings and retainers
Car is a 91 dx hatchback with I/h/e
Now the engine starts and idles great, when I drive it however it is very sluggish. I understand it needs to be tuned and i am going to do it but i want to know what i should buy before this.
From searching I think i need these things
-bigger Fuel pump
-Fuel pressure regulator
-Some sort of engine management( im about 90% sure im going to get neptune tuned by jeff evans)
-cam gears
I already have a chipped jdm p30 ecu with a stock chip.
Please tell me if i need these things to get my engine tuned and some suggestions on which brands would be best
You can do a simple tune with cam gears, FPR and a FP gauge. I tuned mine several times like that. I had a Walboro 255, but I don't think a new pump is necessary for tuning.
u dont need a new fuel pump yet....you will bne able to tell if u need new injectors once u dyno it...but from the sound of it u should be good to go with ur stockers....yeah u need an adjustable FPR...and at least a vafc...

I wouldn't waste dyno time unless you had some sort of engine management. FPR,Cam Gears and larger injectors won't do any good without engine management. When you change any of those things it affects the car at all RPM ranges and throttle ranges. What you might gain in the top end will hurt in the bottom. Get an engine management so you can really fine tune and get the max out of you car while keeping driveability.

I plan on getting neptune. Basically i need to know if i need the other stuff before i get it tuned. I dont want to pay 600 bucks to get the car tuned and not have it work out.
by the way im not driving it around like this, im waiting to get it tuned, i have a beater.

my suggestion would be:
stock pump, but maybe check the pump wiring with a multimeter to make sure the pump is getting good voltage
310cc injectors, if you plan on going all out all motor the 310's should still work
cam gears
stock FPR or adjustable if you have the extra money
But the best thing to do is get your Neptuner's input on it. Tell him what you plan on doing and what you want to do in the future.

But on my old setup , my car was very out of whack, I went in and made up 20whp on the dyno with timing and fuel pressure. Now fine tuning couldn't be done because we'd adjust one thing, make more tq, lose whp, or vice versa. But getting a good basic tune to make a car driveable, get rid of flat spots, and make sure your pressure holds up can be done with the basice. If you have the money and means to get a good fuel management, then by all means, get it.

I don't know about your setup, but with his as listed he doesn't need to dyno it unless he has something to actually tune. Sounds like your setup wasn't actually right when installed. GSR cams and cam gears on a stock b16 don't need to be tuned. Sounds like they were out of wack when installed.
Changing fuel pressure also adjusts your injector spray patterns and other things up and down the line. Not everyone drives at WOT. 90% of the time your at partial throttle.
