Vtech ?
Add oil. Being below the bottom mark isn't low pressure, it's low inventory. Fill it properly.

The ECU won't switch to VTEC unless it sees a good signal from your VSS. It's not supposed to engage if you're simply revving the engine in neutral.
Just for grins, if you're talking about a vtech phone, none of this matters.
