lights dim at idle?!

lights dim at idle?!
Strangely enough my lights dim at idle...
i have a voltmeter and it reads 12 volts when at idle and when i gas it, it goes up to 14.0 volts.
both alt and battery were tested as fine....
im thinking of checking all grounds tommorrow, but any other thoughts would be appreciated!

this might answer your question... our cars acutlay like monitor the voltage to help with gas mileage......
