Default timing

what would happen if the timing in my 95 is off? would it jumo around and then start to pull hard in the upper rpms like 4000+?

it is possible, but it seems like you have a problem elsewhere. check timing by using a timing light. it sounds like you may have a spark plug problem or another ignition problem that may be misfiring at low rpm.
