im talkin about the valve thing under the t/b with the coolant hoses running to it.. is a 98 b18b supposed to have one? mine doesnt.. the hoses go right to the t/b im thinking maybe somone switched out the t/b.. im asking because im having idle problems and cold start problems..(dies when cold unless i give it gas till it warms) engine is stock and in a 98 civic dx.. with stock ecu ( thinking might be a problem as well)

I believe they stopped using the Fast Idle Valve on OBD2 engines, which leaves the cold idle operation up to the ECU. I don't know if the ECU is your problem or not. Sorry... not much help.

You are correct. Only OBD1 engines are equipped with the FITV. The cold idle is controlled only by the IACV on OBD2+ cars.

if its a b18b running off of an d16 map, of course its going to be messed up. You either need to chip the ecu and run a b18 map, or get a p75 ecu and run that.
