Default Is it worth to tune the Air/Fuel ration of an NA OBD2b B18c1

I have a 2001 GSR and after doing a search, someone suggest that OBD2 is a very intellegent ECU that it will adjust itself to the optimal air/fuel ration that there is no need to tune it. Is it true? Thanks
