Default Steering Wheel Noise

I have a 90 Accord LX and my steering wheel or steering column "squeels" when turning either direction. It does not make a noise when sitting idle and turning the wheel. Steering function seems to be okay and noise is worse in the cold. Any ideas or suggestions?

Does the noise sound like it's inside or outside of the car (under the hood)?

The noise seems to be in the steering column inside the car.

I suspect, and suggest that you have the Power Steering Pump Drive Belt retightened. It sits directly in front of the driver, just on the other side of the Firewall.
If it were anything in the steering colume (dry horn contact ring, etc), the noise would be there all the time.
