wheel diameter and weight matter, esp on low hp cars but...not that much. esp if you're not a mad tyte international superstar. though, don't get me wrong, 15" 34 lb steel wheels on a civic will feel slow no matter who's driving.
what matters a lot more to most people, is wheel width + tire choice. so, 14, 15, 16--as long as they're 7" wide...

99 dx civic coupe, 98 hx motor, brembo drilled rotors nisson pads and russlte steal breaded breaklines. tokico illumina 5 way adj struts on neuspeed race springs, ingals camber kit, front upper and rear upper strut bar, rear lower tie bar,b&m short throw , and apex n1 cat back, sri, everything elts is cosmetic
You are in SM, getting street tires in that class will neuter you even more.
You have my blessings, if you believe that car will win.
Get whatever wheels you want, go out and have fun. Thats what its all about... fun!!!

Please go to this link, it will help you a lot:

Its the rule book, read it and you will find all the answers. Yes is SM you can use DOT R comps or sticky tires as they are called.

You have already passed that point. Street Mod (SM) is where a lot of people end up who have modded their cars to their own taste for the street. Unfortunately, it is a high-prep class. Around here, the Hondas that are competitive in SM are forced induction.

I'd just run the 16s on the street, and use some small diameter wheels with decent street tires for Auto-X. This way you aren't tearing up your daily driver tires and wearing out low treadwear tires on the street. 14" HX wheels with cheap tires seem like a great starting point
Don't let the prospect of being forced to run in SM scare you off. Chances are, your local Autocross clubs may have their own range of street tire classes in which you can have plenty of fun (like an unlimited or indexed street tire class).
BTW, is there a chance he could be legal for FSP per the update/backdate rule, or is that HX motor a VTEC motor?

If people read the rule books they would think before spending a dime on Rotas or fancy body kits. But its good, I call it fodder someones gotta feed those hungry M3s and STis and the other top notch SM cars.

If people received SCCA rule books with their driver's licenses, the Tom Cruise movie would've been about one man's troublesome Pro Solo career and the national obesity epidemic would cease to exist from all the cone ******** being the new hotness.
Not everyone has the exposure needed to start out with Autocross in mind. I was (and in some ways still) one of them...

LMAO!!!
Autox is such a misunderstood sport, we don't have pretty umbrella girls. We terrorize little orange pylons, thankfully no one has called RSPCC (Royal Society for the Prevention of Cruelty to Cones).
Maybe we need a big name hollywood star like Tom Cruise to make a movie about cone dodging. Have some pretty cone girls and then all the tuners will start chasing cones. Or maybe get some independent director to make a movie from the perspective of the cone. Abused all its life by the hundreds of cars, until one day it tragically meets its end under a 450 hp Z06 and is shredded into pieces.

Tire availability is a big factor. I don't know anything about autocross-specific tires because I don't autocross. But the best street tires on the road don't come in a whole lot of 14" sizes, and the same thing is true for R compound track tires. 15" sizes are plentiful for R compounds and some (but not all) top street tires.
I would suggest checking out what tires you might be considering, and seeing what sizes they come in, before deciding on a wheel size.
