Well after reseating the FICV seat my engine no longer surges after it warms up but it no longer fast idles when its cold..... What now?

 

Maybe it's normal? The FITV is only supposed to make the idle fast enough so it doesn't stall when you start driving (cold). It's not supposed to race. Wait until January, I bet then it'll idle up a bit when you start it.

 

Take the top off the valve and push down on the thimble to make sure it is free. You can do this with the engine running. Maybe it got stuck somehow during your fix. My 92 fast idles in August until the thermostat opens.
