Default brake light problem

i got pulled over yesterday and the sheriff told me that my back break lights were out, the top light works fine but the others dont work at all. when i put the headlights on, the backlights work fine, but when i push the brakes they dont brighten. i checked the fuses and the light bulbs and they seem to be fine, is there anything else i should be checking or any suggestions?

First thing is first. Gotta know year, model, trim level.
(ex: 1995 civic SI hatchback)

Brake switch under brake pedal. Is it also hard to get out of park? If it's an auto.
