Alright im out of ideas here!!
I have done everything i can think of to get my turbo to boost to 10 psi and I just cant get it to happen.
Ive done LOTS of leak testing, and everything is pretty tight. There is a slight leak coming from two couplers due to busted worm gear clamps. Thats it as far as i have been able to tell. Ive got the wastegate completly sealed im 99% sure of that. Ive tested the wastegate with the vacuume sorce removed and it didnt change anything. Im out of ideas, SO if anyone has any suggestions please throw them my way. Im thinking about taking this to a near by performance shop and letting them diagnose/fix it.

what turbo is it? there must be a leak somewhere in your system. did you check your bov? is the spring strong enough? 99% isn't enough, you have to be 100%. open the tb manually to build boost as you look under the hood for leaks.

forgot to say its a d16 z6 with a 14b turbo, HF manifold, it does a very SLOW 5 psi right now, ive got to be mashing the gas and it wont reach 5 till 4th gear. Its on a 94 Del Sol Si
I dont think its the wastegate sence i ran the car with it removed and it did the same thing

all I can think of is check to make sure the compressor wheel is tight...but i guess it wouldn't make any boost if it was loose....if it's a 14b take off the 02 housing and see how bad the crack is around where the wastegate flapper closes. They are all cracked but if it's cracked enough than exhaust can get around the turbo before the wastegate even opens...but more than likely its a wastegate that is stuck partially open which is why it takes so long to build boost.
cliffs notes: Wastegate stuck partially open.
