Can I use a Climate Control dash from a 2000 CX, with no A/C, but it includes everything harness,heaterbox, blowerbox, in my 1996 Si? and have a/c?

Yes you can use the climate control. You dont need the AC

I want to keep the a/c my 96 has ac already, i'm wondering if i can use the cx climate control with no a/c with my current set up and have a/c?

I dont think you would be able to. There will be no button to turn the ac on then

SO you are doing the 99-2000 conversion then right? If your car has the AC but the unit itself does not? If every thing is there for the swap it might work.

like there is a converison on honda-tech for the full 96-98 - 2000 swap

I'm getting all of that stuff except, it says nothing about the a/c portion... currently there is a block off button, were the a/c should be..

the blower box and resistor are like that much I think it should work I just need that button
