No way. That would yield around a 13:1 compression, which is way too high for the street, IMO.
You can have a better b20/vtec than an ls/vtec for the money I think, but in terms of the "Ultimate Setup," as you put it, that just depends on how much money you have to spend.

the b20 block and the ls block are two different blocks

actually the b20 is based on the same block the head is the exact same maybe slightly different flow due to the im (most b20's there are different ones but im not sure on all the stamping) over bored to a b20. Over all the b20 would be the better more (no replacement for displacement) but it cost more to build . You will have a wider variety of aftermarket internals for the b18 at stock bore than some thing race geared for a b20 motor which was originally a "crv" .
