Default 1984 Interceptor vf1000 Motorcycle Fuel Relay Problem ?

Okay..... I have been playing with this for a while.... and the " Honda Motorcycle Manuals " tell you NOTHING about the voltage in koeo , cranking etc... I need to know what the voltage needs to be for this fuel pump to run.... this is the only thing standing in my way of reviving this beautiful machine.... I don't know if a relay is bad..... wiring from it , no clue . It dosent prime the fuel pump when the key is turned to on , nor send voltage when cranking.... it has 0.040-0.240v at the green ( ground ) wire at the pump connector , and has roughly 6.5-7 volts at the black/blue pump positive wire..... PLEASE help me if you are familiar with this system......
