When I turn on my lights (first click or second), anywhere from 1 second to 5 seconds pass (sometimes more) before the lights illuminate. The headlights will fire up right away, but the dash, corner, tail, license plate lights and the clock dimmer... they all have the strange delay. Basically everything except the headlights. The colder the temperature, the longer the delay.

Any thoughts as to what the problem might be? I've found old topics about it (various Hondas, different years, etc) but nobody ever reported the problem being fixed...
