Default Why the power loss?

I can't exactly figure out why my motor puts out such low power. Hopefully an experienced person here can help me out. Here is the setup:

2nd gen b16, obd 0 pr3 ecu with mugen chip, vtec controller,
aem cai, spoon t-body, itr intake manifold with hondata gasket, skunk2 stage 2 cams + valvetrain, spoon cam gears, banged up dc 4-1 header, tanabe exhaust, hollowed cat, ngk plugs and wires, also have aem regulator and rail.

The motor put out 147hp and 103tq at hook-ups dyno. Is also tuned by Church. Could someone explain why the power output is so low and what I can do to help it. It runs good, I compression tested it at 190 all 4 cylinders.

Spoon TB is 70mm, way too big
A hollowed cat is still only 2" inlet and 1.8" outlet, way too small

Not enough compression for stage 2 cams

On the dynopak it put out 168hp. I forgot to mention that I also have a mugen headgasket which is said to raise compression.
