Default stroker kits

i was wondering what would be better for my itr: stock displacement or a stroker kit and would a stroker kit cause a significant loss in low end torque and hp?

A longer stroke will usually give you more low end torque, not less. Longer stroke = more displacement = more power But it will usually also mean it won't be as rev happy.

exactly, the stroker kit will give you a big increase in torque and displacement. And you don't need to rev to 9k if you're not making power up their. Actually having a lower power band makes the car more streetable, but if you want to drive a race car on the street go right ahead. Their is a reason you don't see a 13k RPM reving Indy engine in a street car. It's just not pratical.
