mine did the same thing
i used the krylon wrinkle paint
i didnt think much of it
but you could try and make sure you get nice, thick, even coats
that should do the trick
also try using a blow dryer, or heat gun.
ask aries, he knows his rattle cans.

when i used krylon wrinkle on my valve cover, i sprayed thin layers, and in between each layer, i used a blow dryer to help it wrinkle evenly and more...after that, i'd spray more and blow dry again to get more wrinkle
my valve cover on the side wasnt wrinkling enough also
i was having trouble trying to get it to wrinkle on the cam gear side (pic), but using the blow dryer in between layers helped

if it is wrinkling only on the top that means the coats are not even. also heat the cover before you start painting it.
sit it in the sun or use a heat gun to make it warm to the touch, then put the first coat even and thick, then wait minutes and put a second the 5 more minutes and put a third coat, no immediatly put under a heat lamp or bust out the blow dryer or heat gun and be patient, if the coats were even then it will be fine

I think the key is to apply alot of thick coats. The more you spray on the better the wrinkle will be. I waited a couple of hours and the paint hadn't wrinkled so I put the valve cover in the oven and wallah! Super winkled.
Then I used a new razor to slice the paint off the tops of the lettering and finished with a block and sandpaper.
Hope this helps.
