question about shifting into fifth gear?

some times when i try to shift into fifth gear it woun't go into gear this is a b16sirII tranny. now the problem is sometimes when i try to down shift i have a hard time getting it out of fifth gear like there is tension holding it back. here is where it gets tricky. if i push the clutch in move out of forth let off the clutch push the clutch back in then it will shift right into 5th gear otherwise when i just hold the clutch down when shifting from forth it won't go is this a bad clutch or worn syncros. what could it be?

You just described double-clutching. The synchro (in good cindition) eliminates the need to do that. The synchro nearly matches the two gears about to enguage so that they slip together w/little effort. Double-clutching does the same thing, mainly allowing the shafts to slow down somewhat (synchronize naturally).
Long story short, the main cause is skipping gears and going right to 5th. The synchro is made to match the gear below it, not 2-3 gears below it. To 'skip' I usually push in the clutch and continue the pattern to 5th (touch each gear between). When my LS tranny was taken apart, 5th was profusely worn, yet I never power-shifted into 5th, always slow and gentle. My guess was the precious owner.
