It's referring to the catalytic converter in the exhaust system.

the o2 is bad u need to change it, or u can use a obd1 ecu cause it only reads 1 o2 sensor

No, it pretty much means it isn't working because it fell apart or something.

1) the 1st and 2nd O2 sensor values are compared to determine catalyst "efficiency"
2) bad 1st or 2nd O2 sensors have/give different respective codes.

I know some people who have modified cars get this code ocassionally. Personally, I'll get this code occasionally on my mildly modded car. I just reset the ECU and CEL disappears for 6 months or so. I wouldn't worry about it too much unless you have terrible fuel efficency or some other noticable issue.

Ill check the o2's out, and I got this code once before on my DD Civic but i cleared it and it never came back, but yes it is creating a problem its running like garbage, I get this like gulping or hiccupping sound when i let off the throttle and i was thinking that exhaust gasses were trying to back up into the combustion chamber. thanks for the help so far

Look, take your exhaust apart and see if you can see (yes I know that might sound funny) through your cat!
