Get a buffing wheel if possible, attach the shift **** to a long bolt or whatever and go to town. Home depot is your friend!

Dremel may work with the right attachments. I did my entire valve cover back in the day with some sandpaper, and some different buffing wheels.

was it getting hot?

titanium tends to heat up wat to quick and for to long. if your using a dremel just don't let the metal heat up.... that is what is making it fog up.

a polishing cloth that they use to polish silver would work nicely.

you dont just put polish on it and its all of a sudden its like a mirror, theres a whole sanding/wet sanding process (a long one at that) to go through. You may have known that but since you didnt include it anywhere, I figured you didn't do it.
