Any "N1-style" (specifically from the Apexi N1) will have that sort of look. The angled look can be either had from the company's own piping design, or it can be made to mount like that with work from your local muffler shop.

It is Voltage Blue. However, there is the slightly possiblity that it is something different because the emblems are shaved. The owner might have custom painted it something else.
Closest stock color, however, would be Voltage Blue.

The term "N-1" doesn't come from A'PEXi's exhaust. N-1 comes from a type of Japanese race, usually an endurance race. Exhausts like the A'PEXi N1 and the HKS Hiper are N1 style exhausts. What makes an N1 exhaust is the use of minimal bends to free up maximum horsepower. The angle you see on most N1 exhausts is to eliminate the need for a bend to make the muffler come straight out the back of the vehicle. In a 24 hour endurance race, every little bit of HP matters, hence the least amount of bends and the term N1 style exhaust.
The A'PEXi N1 exhausts made for the EM1 Civic Si and the DC2 GS-R (like the one pctured) do not have much of an angle becuase they do not go under the sub-frame like almost all other N1 exhausts do. Those go over the control arm. The N1 for the Civic hatchbacks EG and EK go under the rear subframe, so that is why you see the sharp angle of the muffler.
People who have their exhausts slanted but their piping goes over the lower control arm are just posers.
