Dim check engine light, fuel pump wont prime, help!

Dim check engine light, fuel pump wont prime, help!
I have two classes and work today, and my car wont start 
I have a 1998 Civic DX, its turbo.
All of my lights are bright (headlights, cluster lights, etc.) except my check engine light. When I have the key in the on position, i hear a ticking noise near my ECU, but the ECU isnt ticking. Is that my main relay?
My fuel pump wont prime, hence my car wont start. Anywhere to start looking?

Makes sense, I did the Tstat almost a month ago. I'll do that now and come back

Well since your reading this post, would that cause my car to "bog" every once in a while? when i get on it sometimes the car falls on its face and starts back up. Would this ground being loose be the culprit?
