I'm just guessing here but I would suspect the speed switch. Does the speed change when you try to turn the speed down?

Please don't shoot me if I'm wrong. But it seems like a switch problem. If the motor was skrewed up I don't think it would speed up.

Post your question in the ask a tech section. I gave my service manual to the guy who bought my 92 so I don't know how to replace or test it, sorry.

I'd start by checking what the system volyage is doing both at idle and while driving. A certain amount of voltage drop is expected while at a stop; at night this can be noticed by the headlights getting a little dimmer, etc.
It's not inconcievable that you've got a lazy voltage regulator, or a weak alternator that requires you to keep the wipers on high speed (to keep them working at idle), but as you speed up the voltage rises and your wipers are off to the races!!!
Conbine that with a worn Wiper Transmission Assembly and you've got wiper arms over-traveling past the pillar.
Welcome your car to "Middle Age"

The very first setting is adjustable. You can rotate the stalk to adjust the wipers slower or faster. Have you tried to turn the wipers to the first position and then rotate the stick towards you? Just checking.

Wouldn't happen to have an pulley kit or underdriven crank pulley do you? If you do then that is your problem.

Mine does this but I know it is because my alternator is underdriven. At stop or idle I don't put out enough to make em' go full speed. When I'm driving though, my alternator is all full power and putting those wipers to good use.

Do your lights go really dim when the wipers are slow?

I guess you don't have a voltage meter, so you can check to see if it goes up and down. I would'nt go out and buy parts without checking them out first. Maybe get someone like autozone to check it first.
