B20 Vtec build up

Spare me the "use the search" response, I searched for half an hour on this and couldn't find the answer I was looking for. I drive an accord so I have some but limited knowledge on B-series. On to the question...
I have a beater 91 Hatch that's of no use as a beater anymore so I was considering turning it into a project/drag/street car. As of right now I'm just focusing on what power plant I wanna use in it. I chose the B20-Vtec b/c its the cheapest solution for what I want, at least 2.0L and Vtec from a b-series. Thoughts of a stroker kit came to mind but I'm not sure what crank/rods/pistons work in this setup. Only thing I know is that I want a B20(B?) block, B16 head, YS1 tranny if I can find one, and to hit 12's. Also, what do these builds rev to? I've read you shouldn't rev past 8K but then I read 8.5-9K+ is ok depending on how it's built? I think 8K is the max I'd go but I wanna know for sure.
What internals do I use to build up the bottom end if I want a stroker kit w/ out having to actually buy a stroker kit? I know for sure I'll have to sleeve it w/ larger bore sleeves and a larger crank but if someone could help me w/ just the #'s part that'd be a big help.

well it already comes with the longest stroke b series crank (89mm)
and the rev range, most people keep it Conservative because the stock sleeves are thin. they can crack and when they do the only option is to sleeve.
i think eagle offers a 95mm stroker.. i don't know but I'd check their website.
and if you sleeve it... that defeats the purpose of buying a b20 block all together. the reason people use a b20 is because it comes 2.0L from the factory. if your going to sleeve, might as well buy a cheep b18a/b block and have it sleeved.

how does sleeving defeat the purpose of having it 2.0L? I can increase the bore and i'm already increasing the stroke thus making it a bigger motor internally.

He meant buying a B20 to end up having to sleeve it would defeat the purpose as opposed to sleeving a B18 block you already have.
