rough starting problems when cold

Default rough starting problems when cold

when my car has been sitting a few hours and i start it up, it starts up weak and runs like it is running on three cylinders. it only does this for 15-20 seconds then it runs smooth and preforms great. when warm the car starts okay
the car is a 91 crx with 1st gen b16. new distributor, wires, plugs. battery and alternator are good.
yesterday i removed all sparkplugs and cylinder #3 plug had a reddish color and the piston had more carbon buildup than the rest. so cylinder #3 is most likely the cylinder that is misfiring.

only ideas i can come up with is that the injector is leaking and it soaks the plug, and it takes time for the plug to actually fire? anyone point me in the right direction?
