Blown Headgasket!?!?!
O.K. Heres what's going on in point form:
-Temp gauge reads from normal operating temp. to all the way to the H, but engine remains cool.
-Engine temp fluctuates from H to halfway (normal oper. temp.) in a matter of seconds. If at H and turned off, wait a minute, start it up, no white smoke and temp is normal.
-Car is blowing white smoke, but no lost coolant. Car blows smoke off and on and not always when temp gauge is above normal temp.
-Engine idles ruff when blowing white smoke, but idles perfect when it's not smoking.
-No coolant in oil and vise versa.
-Engine temp gauge reads hot, but I can still hold my hand on the valve cover for over 5 seconds. Engine is no hotter then it has ever been before, yet the guage tells me it is?
-The lower rad hose is still cold and if I turn the heat on to cool it down, it blows cold air and not hot air. This tells me it's not overheating.
I say it's a blown head-gasket, but wouldn't the engine overheat?
Why does the temp gauge say the engine is hot, when it's only warm, the thermostat hasn't even opened up yet and my coolant level is normal? What is going on with this thing? PLEASE ANYBODY HELP ME OUT!!!

I hope that English is your second language, since you are from Canada. How the hell do you know that your engine is running at normal temp when your gauge is reading hot?

Because it's cool, doesn't blow warm air from heater, coolant temp in reservoir is at 89*F (using hand held temp gauge in reservoir). Why would English be my second language? I never spelt anything wrong

Next time your car starts running hot like that, go ahead and remove the radiator cap and check the temp with an **** thermometer and let me know what the temp is. If your gague is reading hot, I am sure that your car has to be running hot. I have never heard of a temp gauge malfunctioning (not saying that it can't happen). Futhermore, the reason that I hoped/wished/asked if English is your second language is due to how hard your first post was to read. I felt like that could have been entered into the essay contest at the Special Olympics.

If the lower radiator hose is cold, then check your thermostat. But holding your hand on your valvecover for 5 sec doesn't mean anything in regards to your engine over heating just fyi.

What part of putting the temp. gauge in the coolant reservoir (A.K.A overflow tank) do you not understand? Clearly you have never worked on a Civic or a car for that matter. Go check out howstuffworks.com and come back when you actually know something

First, that is not a run-on sentence. If you can't tell, there's things in there called commas, allows a sentence to continue on without being a run on. Are you absolutely sure that you've not lost any coolant? Make sure you fill up your overflow reservoir, top off/bleed the rest of the cooling system, and go for a spirited drive and check everything again.
Heck, you might find something while you're in the process of bleeding. Look at what the coolant's doing in the radiator fill neck. If it keeps overflowing out while the car's running, you've got a problem.
